Environmental Scientists and Engineers, LLC <br />• Colorado Water Quality Control Division (CWQCD) — Compliance with <br />applicable water discharge permitting, operational, monitoring, and reporting <br />requirements <br />• Colorado State Engineers Office — Compliance with well and pond design and <br />construction requirements and water rights requirements <br />• Colorado Department of Transportation (CDOT) — Highway modification and <br />driveway permits <br />• Colorado Division of Wildlife (CDOW) — Compliance with applicable wildlife <br />protection measures <br />• Colorado Office of Archeology and Historic Preservation (COAHP) — <br />Compliance with applicable provisions of the National Historic Preservation <br />Act (NHPA) <br />Local Agencies <br />• Moffat County — Compliance with applicable requirements for special <br />building and water and sewer permits <br />1.5 Conformance with Current Land Use Plan <br />For the area of the proposed coal lease, the current land use plan, which guides the BLM, <br />is the Little Snake Resource Management Plan (LSRMP), and associated Record of <br />Decision (LSRMP -ROD), signed on April, 261989, and published June, 1989. <br />The proposed action of issuing a federal coal lease for the proposed coal lease area is <br />consistent with the management objectives of the LSRMP -ROD. The LSRMP -ROD <br />documents BLM's resource analysis and land management decisions and states the <br />following specific objectives for coal: <br />• Maximize the availability of the federal coal estate for exploration and <br />development <br />• Facilitate orderly, economic, and environmentally -sound exploration and <br />development of the coal resource within the principles of balanced multiple - <br />use management <br />The proposed lease area lies entirely within Management Unit 1 (MU -1), the Eastern <br />Yampa River area, one of 17 geographic areas designated by BLM within the LSRMP. <br />For MU -1, the stated management objectives "are to realize the potential for development <br />P: PROJEC1' S` Cblc. r >n.61138..E: \Final`.n1.At -. -E.\ l'ollom OI 110.doc <br />
