Paul Banks and Associates, LLC <br />Topsoil within the permit boundary is highly variable, consisting of a very thin layer of soil <br />in some eastern parts of the site and up to 48 inches of topsoil in other locations. <br />Mining Methods <br />The proposed method of mining is surface extraction, typical of shallow alluvial deposits. <br />Due to the presence of groundwater (at a depth of five or more feet below the surface) in <br />the deposit, dewatering, as detailed below, is indicated to facilitate the efficient recovery <br />of sand and gravel. Mining will progress in phases, as described below. <br />Prior to commencement of mining, topsoil will be stripped in each phase. Topsoil and <br />overburden salvaged will be used to build screening berms in the two areas along the <br />eastern boundary of the permit area, to be implemented in phases or in one initial phase <br />(see Exhibit C -2). Specifically, six -to- ten -foot high screening berms will be placed along <br />the eastern edge of the subject property, adjacent to Interstate 70 /U.S. Highway 6 right - <br />of -way. Excess overburden, including any topsoil recovered, will be transferred to areas <br />undergoing concurrent reclamation. <br />Construction materials will be extracted and moved on -site with excavators, front -end <br />loaders, and off -road haul vehicles. Mining limits will be at least 25 feet from the permit <br />boundary, utility easements and the top bank of ditches. These setbacks ensure the <br />stability of structures in the vicinity throughout the course of mining and reclamation (see <br />Exhibit S for further discussion). <br />Phased Mining and Processing <br />Phase I commences with topsoil stripping as needed. Mining will be initiated at the <br />northwest corner of the Phase I mining area. Mining will proceed to the south. <br />Prior to exposure of groundwater, the operator will create a sump area for dewatering <br />operations. The sump area is intended to retain pumped water for clarification and <br />eventual discharge and will be located in the northwest corner of the mine. <br />The processing plant, including screening and crushers to be used during mining, will <br />initially be located in the northern part of the mine. The plant will be portable and move <br />south with the working face of the mine.
