As noted on the plans, processing and plant facilities will ultimately <br />move to the southern portion of the site for a temporary period, allowing for full recovery <br />of the deposit under all affected areas. Reclamation will begin in areas within one year <br />of the completion of each phase of mining; concurrent reclamation techniques will <br />accelerate the process. <br />Mining Slopes <br />The operator will typically mine to the maximum stable slope configuration, backfilling <br />the site with fines, overburden, and any import allowed under Construction Materials <br />Rule 3.1.9 (5). The maximum stable slope configuration may approach 0.5H:1V, but <br />shall always be set at a prudent level. If side slopes can be eliminated, the permittee will <br />be allowed to fill the site to near - existing grades with a future development pad. <br />In the event that backfill material is available in sufficient quantities to achieve <br />reclamation, mining to near - vertical slopes will be permitted. This is a maximum recovery <br />scenario, but less extensive recovery will be permitted. <br />Final sculpting of reclamation slopes into open water, at 3:1/2:1 in accordance with <br />Construction Materials Rule 3.1.5 (7), may occur at the time of mining or with concurrent <br />reclamation. <br />Earthmoving Operations and Maximum Disturbance <br />Vegetation and plant growth medium in the affected area will be cleared and salvaged, <br />respectively, prior to mining. Overburden and topsoil, as available, will be used to <br />construct screening berms (6 -foot typical height) in selected locations. <br />Standard equipment, including excavators, backhoes, loaders, and haul trucks will be <br />used in earthmoving operations at the Debeque Sand and Gravel Resource. <br />Site disturbance will be minimized through concurrent reclamation. However, as a short- <br />duration operation, it is desirable to permit the operator appropriate flexibility to stage <br />resource recovery and reclamation work as two distinct operations. Concurrent <br />reclamation may involve stages of grading and interim work before final grading and <br />permanent seeding.
