November 17, 2011 C -1981- 019 /Colowyo Coal Mine JHB <br />pond discharge measured 0.01 in the 12" flume. <br />Gulch A was holding a shallow pool of water approximately 4 feet below the riser. This pond was cleaned in 2010 <br />and maintains adequate storage volume. <br />Prospect Pond was discharging below the measurable level on the flume. CCC plans to clean sediment from the <br />Prospect pond in 2012. <br />Section 28 pond was dry. CCC added some broadcast seed to the southern exposure embankment since this <br />vegetative cover has remained thin. <br />Section 16 pond was not accessed due to inaccessibility. <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />CCC had recently graded the main access road shoulders and ditches. There appears to be adequate area on the <br />shoulders for snow removal. Grading of the active haul roads along the West Pit and South Taylor Pit was being <br />conducted during the inspection. A water truck was spraying haul roads with water for dust control during the <br />inspection. <br />East Taylor Road was damp from recent precipitation and freezes. The inspector was able to access the East <br />Taylor pond via the access road, but portions of the road were very slick. Some portions of the roadway do not <br />drain well and continue to puddle. Localized placement of gravel in these low spot may be beneficial. CCC needs <br />to maintain this access road in order to monitor and maintain East Taylor Pond and West Taylor Pond. <br />The access road to Section 28 Pond remains in very good condition. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Grading of the 2011 reclamation areas has been completed. Topsoil placement on the 2011 reclamation parcels is <br />complete (note exception in X -Pod discussion in the topsoil section). Contour ditches have been installed on the <br />reclaimed slopes at the East Pit 2011 reclamation block. Contour ditches have not been installed on the 2011 West <br />Pit reclamation block yet. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The last of the seedling transplants were being planted in the X -pod study plot. The Elk fence had been installed <br />encompassing all of the 48 inch topsoil thickness, as well as the gradation to the thinner 4" soil thickness, and the <br />portion of the study utilizing shallower topsoil thickness and transplants. The transplanted tree and shrubs were in <br />'/z gallon pots. The entire X -pod area had been seeded prior to the fence construction (except the north east portion <br />north of the north rip - rapped drainage). The seedlings were planted in rows 18 ft. apart, with 4 feet between <br />plants. CCC was using a Bobcat with an auger to drill a hole for the seedlings. The auger size was wider than the <br />root balls.
