November 17, 2011 C -1981- 019 /Colowyo Coal Mine JHB <br />Material is being dumped in the B -B' dump area of the South Taylor Fill. Construction is following the approved <br />plan and no concerns were identified in the South Taylor fill area <br />FISH and WILDLIFE — Rule 4.18: <br />Deer and elk hunting seasons are ongoing, (one season started on 11/16). Elk were observed at the southern end of <br />the mining area near the X -Pod activity. A large herd of elk were observed grazing along the north end of the West <br />Pit fill. A large herd of elk was also observed on the East pit reclamation. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />All ponds except Section 16 Pond and the stock ponds on the reclaimed areas were inspected. <br />The embankment and riser repair of the Work Area pond has been completed and the embankment has been <br />backfilled around the repaired riser. CCC has also cleared sediment away from the head gate at the riser and has <br />cleaned sediment from the inlet area of the pond. <br />West Taylor Pond was holding a pool of water. Chip Brown of CCC said that the pond was discharging when he <br />monitored it last week. CCC inquired about a temporary relief of monitoring the West Taylor pond during first <br />quarter months due to the difficulty and safety concerns of access the discharge point. This is an NPDES point in <br />the CPDS permit. CCC will need to request this relief from the CDPHE. <br />East Taylor Pond was discharging was discharging 0.04 on the 30" flume staff gauge. Discharge is visually clear. <br />This pond was cleaned in August but had a TSS exceedances in October. Chip Brown thought that the weep holes <br />had been partially plugged during that event but there was no evidence of such. There were tumbleweeds in the <br />pond but not to a degree to impede the discharge. <br />West Pit pond was holding a mall pool of water. This pool was mostly frozen. Water level appeared to be about 6 <br />feet below the discharge elevation. No problems were noted with this pond. <br />Gossard pond was cleaned of sediment this summer. Due to pipes entering the pond at the southeast corner, that <br />corner was not cleaned. CCC was able to remove sediment from the other portions of the pond. No problems <br />were identified at the Gossard pond. Water level was approximately 4 feet below the discharge elevation. <br />Rail loop pond was cleaned this summer as well. This pond has a small pool of water approximately 4 feet below <br />the riser, and has adequate storage volume. <br />Stoker pond was holding a pool of water and was not discharging. <br />Streeter pond was holding a permanent pool of water that was partially frozen. Waterfowl were present in the <br />pond. Chip noted that beaver tend to dam up Good Spring Creek below the Streeter pond discharge. This area <br />had been cleared of debris and Good Spring Creek was flowing unimpeded through the highway culvert.
