Page 3 and page 6, Tab 19 references the utilization of only three topsoil stockpiles and their location on approved Exhibit 9 -1. The information provided in the Tab 19 text does not include the topsoil piles and locations proposed in the PR -1 submittal. Please revise the text to include all topsoil piles with reference to locations proposed under PR -1. Response: Pages 3, 5 and 6 have been updated to include the topsoil stockpiles along the TAHR. 16. Approved Exhibit 20.1 identifies Post - Mining Land Use in the permit boundary. This exhibit does not include the area of the proposed TAHR addition. Please revise the approved Exhibit 20 -1 to include the proposed TAHR area or provide an additional exhibit and reference to such exhibit Response: The text of Appendix 20 -1, Postmining Land Use and Permanent Features, has been updated. Exhibit 20 -2 [H -W Exhibit 22 -2], Post Disturbance Vegetation Haul Road Corridor, was submitted previously and is the only map depicting the post mine land use for the TAHR. 17. The proposed Exhibit 20 -2 identifies cropland and references "seed mixes Nos. 1 and 3 from Tab 22." There is currently not a cropland seed mix in the approved HGTI PAP. Please acknowledge if the referenced seed mixes are the same as the seed mixes found on Tables 20-1 and 20 -3 in the HGTI PAP or if the seedmixes are associated with the proposed Table 20 -5 submitted with PR -1. Response: There is not a proposed seedmix for cropland, that application will depend on the current crop or fallow at the time of final reclamation. The Exhibit 20 -2 legend has been changed to reflect the applicable seedmixes. 18. Please update any information involving Stream Buffer Zones associated with the TAHR addition to the HGTI permit Response: Tab 14 has been updated to address stream buffer zones along Sage Creek associated with the TAHR. 19. The acreage information provided on the application form submitted with the revision materials appears to be in error. The form indicates there will be a increase in permitted acres of 214.7 acres, with corresponding increases in state (56.1 acres) and private (158.6 acres) acreage. Appendix 3 -1 of the currently approved Seneca 11 -West permit application package includes a legal description for the TAHR that shows that the total acreage is 214.5 acres, of which 55.7 acres are state owned. Please verify which acreage is correct, and revise the application form if necessary.
