However, at the operator's discretion, if trees and shrubs do not invade the area <br />within the first 5 years the operator may transplant trees and/or shrubs into this area. The reason for <br />not doing any tree or shrub planting early on in the rehabilitation is because it is more important to <br />initially establish grass growth on the bench. Furthermore, because additional grading will be <br />occurring on the land above the cliff, some rock falls from the rim can be expected. They would <br />likely occur even if no grading was done above the cliff. If expensive trees and shrubs were planted <br />on the bench to augment the grass growth they could be damaged or killed by rock fall as the land <br />above the bench fully stabilizes. It also needs to be pointed out that some of the material above the <br />cliff is material remaining from the landslide. Although the slope will be changed to a more gradual <br />grade above the cliff, that landslide debris may still exhibit some downslope creep. Thus, once it is <br />known how the land above the cliff will behave relative to the bench, planting expensive trees and <br />shrubs seems unwise. <br />Management <br />Weed Control: Normal weed control will be implemented primarily on the bench. But if any <br />weeds spread to the east bank and become a problem, control will be implemented there as well. <br />Water Resources: For the first four or five years, the stream channel in this area will be <br />watched closely to insure that no problems are developing with the alignment or headward erosion. <br />Erosion into the west bank is not of great concern because it is understood that the stream will <br />ultimately go that way anyway. At least the long term problem of rock creep down the slope on the <br />west bank prior to mining has been removed.
