All structures and facilities planned at the Bulldog Project site are shown on Figure 2, Portal <br />Bench and Surface Admin Support Facility Site Layout. <br />Stormwater BMP's will be installed to control sediments that may be produced from these <br />disturbances. The BMP's planned for the site are shown on Figure 1a, Stormwater BMP's at the <br />Bulldog Project. <br />2) vehicle tracking of sediments; <br />RESPONSE: All disturbed areas at the Bulldog project, including the access roads will be gravel <br />surfaced with an all- weather material. No vehicle tracking of sediments are expected as nearest <br />paved (asphalt) road is 3 miles from the area of the Bulldog Project site. <br />3) management of contaminated soils; <br />RESPONSE: Any fuel (or other hazardous materials) spills will be cleaned immediately, and any <br />resulting waste will be transferred off site in accordance with applicable federal and state <br />regulations. The site contractor will maintain a SPCC plan and spill kits on site for use in case of <br />a spill. <br />4) loading and unloading operations; <br />RESPONCE: Supplies will periodically be arriving on site. These supplies will include petroleum <br />products, explosives, propane, spare parts, materials and other administrative supplies. In <br />addition, groundwater encountered during exploration activities will be contained either <br />underground or on site and hauled to the evaporation pond located at TP2. <br />A complete description of the petroleum products are presented in the Plan of Operations <br />Amendment (2011) and the SPCC plan. All petroleum products will be handled in accordance with <br />applicable regulations of the Environmental Protection Agency guidelines 40 CFR Part 112, <br />Mineral County and the State of Colorado. <br />Explosives will be transported, handled and stored in accordance with Title 27 CFR 181, Subpart <br />J, Storage of Explosives. Explosives used underground will be handled and used in accordance <br />with MSHA and US Bureau of Alcohol, Tobacco and Firearms (ATF) regulations by trained and <br />qualified personnel. <br />Propane will be delivered according to State regulations. Other supplies will be delivered by <br />regular transports. <br />Water encountered during the development of the decline will be handled as described in the Plan <br />of Operations Amendment (2011). There will be no discharge of groundwater on or off the site. <br />5) outdoor storage activities (building materials, fertilizers, chemicals, etc.); <br />RESPONSE: There will be outdoor storage of materials and supplies at the site. However, all <br />petroleum -based products such as solvents, lubricants, greases, and anti- freeze will be stored <br />inside the maintenance shop facility. All diesel fuel and engine oils will be stored in approved <br />tanks and in a containment facility (fuel farm). Used oils and lubricants will be recycled. These <br />products will be stored in sealed and approved drums and stored at the fuel farm until removed by <br />a licensed contractor. <br />Materials that will be stored outside under the weather will be inert. These supplies will include <br />drill steel and bits, spare parts, pumps, valves, piping, electrical parts, wood pallets, and <br />112 East 12 Street P.O.
