RESPONSE: There are no springs, streams, wetlands, or other surface waters that will be affected
by the proposed action. Watersheds (and streams) are shown on Figure 23 in the Forest Service
2010 EA. Identified springs and wetlands are shown on Figures 8 through 17 in the Forest Service
2010 EA.
C.4 SWMP CONTENTS — Stormwater Management
C.4 SWMP CONTENTS — Stormwater Management Controls
Part I. C.3 Stormwater Management Plan (SWMP) — Contents: Stormwater Management Controls
The SWMP must include a description of all storm water management controls that will be implemented as
part of the construction activity to control pollutants in stormwater discharges. The appropriateness and
priorities of storm water management controls in the SWMP shall reflect the potential pollutant sources
identified at the facility.
RESPONSE: See list of stormwater management controls set forth in Part I.B, Stormwater
Management Plan (SWMP) — General Requirements, of this document and shown on Figure 1a,
Stormwater BMP's at the Bulldog Project.
Part I. C.3 Stormwater Management Plan (SWMP) — Contents: SWMP Administrator
a) SWMP Administrator— The SWMP shall identify a specific individual(s), a position or title who
is responsible for developing, implementing, maintaining, and revising the SWMP. The
activities and responsibilities of the administrator shall address all aspects of the facility's
SWMP.
RESPONSE: Brian Morris, Vice President and General Manager, Rio Grande Silver, Inc., P.O Box
610, Creede, Colorado 81130.
Part I. C.3 Stormwater Management Plan (SWMP) — Contents: Identification of Potential Pollutant
Sources
b) Identification of Potential Pollutant Sources — All potential pollutant sources, including
materials and activities, at a site must be evaluated for the potential to contribute pollutants to
storm water discharges. The SWMP shall identify and describe those discharges, and the
sources must be controlled through BMP selection and implementation, as required in
paragraph (c), below.
At a minimum each of the following sources and activities shall be evaluated for the potential
to contribute pollutants to storm water discharges, and identified in the SWMP if found to have
such potential:
1) all disturbed and stored soils;
RESPONSE: Soil disturbing activities can create sediment, which would be the primary pollutant
to be expected from the planned exploration activities during a storm event. RGS will minimize
disturbance and use other sediment control activities addressed in 2.b of Part I.B, Stormwater
Management Plan (SWMP) — General Requirements, in this document. Disturbed sites will also be
reclaimed as soon as practical according to the project's reclamation plans approved by the
Forest Service and the Colorado DRMS.
112 East 12 Street P.O.
