Memo to Wally Erickson 2 September 23, 2011
Wildcat CN -01 Access Road Geotechnical Adequacy Review File No. M -1981 -185
The new geotechnical investigation must include the following components per the Applicant's
response:
• Stability of cut slopes in rock and colluviums areas
• Slope configuration for the cut slopes
• Carrying load for the reconstructed access road with justification for the proposed load in
accordance with La Plata County requirements
• A blasting plan, if required by the revised design
• Out slope fill material removal and retaining structure construction method, including
cross - sections and conceptual drawings for the methods
• Stability of previously placed fill material and native material at the previously constructed
out slope
• Determine if previously placed fill material and native material is stable for purposes of fill
placement
• Determine if excavation will continue until bedrock is exposed to provide a subgrade for
fill placement
• A method for removal of the existing timber cribbing retaining wall
• Construction of the new retaining (Gabion) structures
• A method and standards for the placement and compaction of the new out slope fill
• Modifications to the proposed CLC as -built drawings
• Modifications to the proposed maximum lift thickness including clarification if the
proposed thickness are standards for loose or compacted lifts
• A moisture conditioning range for all types of material
• Information and specifications for the proposed Gabion wall retaining structures, including
drawings
• Revisions to the proposed Reclamation Plan to address slope stability
• A revised work plan for the fill removal, placement, compaction and final grading for the
road reclamation and closure
• An engineering stability analyses per Rule 6.5 for the access road slopes during operation
and final reclamation. The analyses must include models for the full and cut slopes based
on the new geotechnical investigation and the proposed final slopes
The Division may require additional information and details based on the results of the additional
geotechnical investigation.
The access road reconstruction work plan proposed by the Applicant remains highly conceptual and
incomplete. The Applicant is relying on the future geotechnical investigation to address the
unanswered questions, provide specific design details and to comply with the requirements of the
Division's rules and regulations.
