Adequacy Issue No. 21.
In the Retaining Structures section of the Work Plan the Applicant states the fill will be
moisture conditioned to near the optimum moisture content. Please provide a moisture
conditioning range or commit to providing this information in the required geotechnical
report after completion of the additional investigation (See Question # 6 above).
Response to Adequacy Issue No. 21.
Wildcat will provide a moisture conditioning range after completing the
engineering and geologic evaluations described in the Pre - Construction section at Page 5
of the New Access Road Work Plan, and will submit any modifications to its proposed
design, as necessary, through the Technical Revision or Amendment process.
Adequacy Issue No. 22.
Please provide additional information and specifications for the proposed Gabion wall
retaining structures, including typical drawings, for Division review. Additionally,
please include the source of the rock required to construct the structures.

Wildcat will provide additional information and specifications for the proposed
Gabion wall retaining structures, including typical drawings, for DRMS review after

Adequacy Issue No. 23.
In the Quality Assurance section of the Work Plan the Applicant states field density tests
will be performed in accordance with ASTM 2922 -05. The ASTM standard referenced
by the Applicant has been withdrawn and replace by ASTM D6938 -10. Please note the
change and revised the work plan.
Response to Adequacy Issue No. 23.
Wildcat will modify this reference to replace the withdrawn ASTM standard with
ASTM D6838 -10.
