The <br />Division requests that the appropriate section of the permit application be updated to detail <br />the justifications for using the curve numbers of 79 and 89 in these three culvert designs. <br />20. On Map 2.05.3(3) -1, the subwatershed for the topsoil stockpile area is mislabeled as SW1- <br />A. Please revise Map 2.05.3(3) -1 so that the label reads SW -TS. <br />DRMS: The Division has no further concerns with this question. Map 2.05.3(3) -1 was <br />revised in the submittal dated May 26, 2011. However, the Division has an additional <br />question regarding topsoil. <br />a) On page 8 of Section 2.05.3(4), WFC has requested a small area exemption designation <br />for the topsoil berm that will be constructed in advance of stripping. However, a small <br />area exemption is defined under Rule 4.05.2(3) and requires a demonstration that the <br />area will meet sediment limits. This does not appear to apply in this situation. In order <br />to avoid any confusion, please revise the discussion on page 8 by using a term other <br />than a small area exemption when referring to this berm. <br />26. Response accepted. <br />27. Response accepted. <br />2.05.3(5) — Topsoil <br />1. A section by this number was not provided with the application submittal. Please revise the <br />PAP to include a section addressing the requirements of this Rule. Conversely, if WFC <br />intends to incorporate the topsoil narrative and maps elsewhere in the permit, please provide <br />a brief section here referring the reader to the location where the required information may <br />be found. <br />DRMS: A reference was added as requested. Please change the font for the section header <br />to Bold, consistent with the format of the surrounding paragraphs. <br />2. In accordance with the requirements of 2.05.3(5), please also specify the volume(s) of <br />topsoil to be stockpiled and incorporate this information into the PAP text and map. Please <br />describe the methods that will be used to achieve compliance with the topsoil storage <br />requirements of 4.06.3. <br />2.05.3(6) — Overburden <br />1. As with 2.05.3(5), above, the PAP does not provide a narrative specific to Rule 2.05.3(6). <br />Please revise the application to address the requirements of 2.05.3(6), or clearly reference <br />the location where the information may be found. <br />
