B. Communication regarding QA/QC programs shall be directed through the <br />Project Manager. Under no circumstances, shall the QA Monitor or QA <br />personnel under his control direct the Contractor in his work. The QA <br />Project Manager may inform the Contractor of the deficiencies or <br />concerns of the work, but not direct the Contractor in correcting the <br />deficiencies or preventing stoppage of work. <br />C. Any deficient or noncompliant work or materials shall be corrected in a <br />timely manner at no cost to the Owner. This includes any and all <br />materials placed that require removal for access or correction of the <br />noncompliant material. <br />D. If there is a disagreement among the Design Engineer, Design Engineer <br />and /or Project Manager that cannot be resolved among themselves, <br />Project Manager shall present the matter to Rio Grande Silver with Project <br />Manager - related recommendations, and Rio Grande Silver shall decide <br />the matter with such decision being final. <br />3.3 QUALITY CONTROL <br />The Project Manager or the Owner shall direct all communications to the <br />Contractor with respect to correction of work or stoppage of the work as <br />needed to correct the problem. <br />A. QC shall be conducted by the Owner to ensure that the Work, including <br />that of subcontractors and suppliers, complies with the requirements of <br />the Contract Documents. The controls shall be adequate to cover all <br />construction operations, including both on -site and off -site activities. <br />Required testing and inspections are presented in the individual <br />Specifications. <br />B. The QC shall include at least three phases of control to be conducted by <br />the Owner for all definable features of work as defined in this <br />Specification. <br />1. Pre - Construction Phase: This phase shall be performed before <br />beginning work on each definable feature of work and shall <br />include the following: <br />a. A review of applicable Design Drawings and Technical <br />Specifications. <br />b. A check to assure that all proposed materials and <br />equipment have been tested, submitted, and approved. <br />c. A check to assure that provisions have been made to <br />provide required inspection and testing. <br />d. Examination of the work area to assure that all required <br />preliminary work has been completed and is in compliance <br />with the Contract. <br />e.
