The Pueblo East operation is included in Facility # COG - 500082 and Permit # COG - 500000 as <br />• amended. This permit will be amended to add an additional discharge point for the Phase 7 <br />settling basin. <br />• <br />• <br />(g) Substitute Water Supply Plan <br />As described previously, there is a connection between the alluvial aquifer and the surface water <br />system. Accordingly, the ground water that is consumed results in depletion to the Arkansas <br />River. From an administrative standpoint these depletions must be replaced with a State <br />approved substitute water supply plan (SWSP) in accordance with Senate Bill 89 -120. Transit <br />Mix currently is operating and reporting water use to the Colorado Division of Water Resources <br />in accordance with an SWSP for Phases 1 and 2 of the Pueblo East Pit. The SWSP quantifies <br />depletions that may arise from the operation of the pit and identifies the source of replacement <br />water. In this case, the depletions will be covered by senior water rights that are owned by <br />Transit Mix and by water leased from the City of Pueblo. The current SWSP application will be <br />amended to include Phase 7 permit areas prior to mining. The projected consumptive use at the <br />Phase 7 area of the Pueblo East pit is approximately 52 ac -ft/yr for water lost to evaporation and <br />water consumed in the washing process. A well permit application will be submitted to the <br />Division of Water Resources for the Phase 7 permit area concurrently with the SWSP application <br />amendment. <br />Potable water and water used for batching is provided by a city water tap from the City of <br />Pueblo. <br />Following mining, the Phase 7 area will be backfilled above the natural ground water table. <br />Therefore, there will be no dewatering or evaporation from exposed ground water following <br />mining. Water will not be required for reclamation of the site. <br />
