August 16, 2011 <br />OTHER (SPECIFY): <br />Longwall mining continues in the B -10 panel. <br />C- 1996- 083Bowie No. 2 Mine JJD <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 ❑ ❑Drainage Control; Surface <br />Stabilization; Placement: <br />The operator was reworking the east side of gob pile no. 2. Additional material was being trucked in for <br />placement. The operator has been reworking the second lift on the pile, increasing the outslope in this area from <br />5H:1V to 3H:1 V. There was positive drainage off of the gob pile. <br />ROADS — Rule 4.03 ❑ ❑ Construction 4.03.1(3)/4.03.2(3) ❑ ❑ Drainage 4.03.1(4)/4.03.2(4) ❑ El Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)❑ Reclamation 4.03.1(7)/4.03.2(7): <br />The paved main haul road was in good condition. The road ditches and culverts were functional. The same <br />was true for the dirt access road leading up to the utility bench. The coal waste haul road was in good condition, <br />with the road ditch and berm in place. The entrance road to the unit train loadout was dry and passable. The <br />Hubbard Creek county road, leading up to the partially reclaimed fan site, was dry and passable. <br />REVEGETATION — Rule 4.15 ❑ ❑ Vegetative Cover; Timing: <br />The outslopes of the mine benches and train loadout and spur line bench had a good vegetative cover. <br />There was a large patch of thistle along the upper diversion ditch at the Hubbard Creek fan site. The thistle needs <br />to be sprayed very soon. <br />SLIDES and DAMAGE - Rule 4.12: <br />There were no indications of slope instability with any of the cut and fill slopes on the mine site benches. <br />The outslope of the unit train loadout and spur line bench was well vegetated and stable. <br />SUPPORT FACILITIES - Rule 4.04: <br />There was a little pool of water between the water tank and the fan at the back of the utility bench. The <br />water appears to have come from a split in a hose and needs to be dried up and the hose fixed. There were no other <br />issues on the utility bench. The rock catchment berm behind and above the utility bench was in place and no large <br />rocks were behind the berm. There were no problems with any of the coal handling and loading structures at the <br />site. Material storage areas were well organized <br />The coal at the coal stockpile bench at the bottom of the hill was right at the top of the containment berm and <br />needs to be pulled back up. Any coal spillage would, still, find its way to the sediment pond by way of the <br />collection ditch below the containment berm. <br />The operator continues to dismantle the fan and support structures at the Hubbard Creek fan site. Further up <br />Hubbard Creek road, two gob vent boreholes are being reclaimed The shafts are sealed at the upper pad and the <br />vent equipment has been removed. Only the backfill, grading and revegetation operations remain.
