August 16, 2011 <br />SIGNS AND MARKERS — Rule 4.02: <br />Mine identification signs were up at the main entrance, train loadout entrance, pump house entrance and <br />the Hubbard Creek fan site entrance. Mine id signs were also up along the old highway and along the Hubbard <br />Creek road where the permit boundary crosses the public road. The required mine information was on each sign. <br />Surface disturbance markers were up around the disturbed areas. In addition, stream buffer zone signs were up <br />along the road between the Hubbard Creek fan site and Hubbard Creek Finally, subsidence warning signs were <br />present on the west side of the utility bench where the drill road begins and along the Hubbard Creek road near the <br />fan site. <br />TOPSOIL — Rule 4.0611 ❑ Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The topsoil stockpile at the main mine was well vegetated. Noxious weeds were not observed on the <br />stockpile but topsoil signs were up. There was moderate vegetative cover on the two topsoil stockpiles along the <br />coal waste haul road.
