The operator was cleaning out pond B and <br />bringing the cleanings to the coal waste pile. Since dirt had been tracked onto the old highway from the haul truck, <br />the operator cleaned up the dirt before it became a problem. There were no rail cars at the unit train loadout so no <br />fugitive dust from loading operations was present. There were no problems with fugitive dust at the coal waste <br />piles or at any of the other disturbed areas. <br />HYDROLOGIC BALANCE - Rule 4.05 ❑Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The operator was cleaning out pond B and bringing the cleanings to the coal waste pile. There was very <br />little standing water in the pond. The float was on the primary and there was no debris in the emergency spillway. <br />The pond embankment was stable. The water level in pond C was at discharge stage. Although the gated valve <br />was in the closed position, a very small trickle of water was discharging. It appeared that a small amount of debris <br />was preventing the gate from fully closing. However, the discharge water was clear. The operator will fix the <br />problem. <br />Pond D had a little water in it but was not discharging. The riprap was in place in the emergency spillway and the <br />gated primary was closed. Ponds J and K were dry. The ponds' embankments and inslopes were stable and <br />discharge structures, including the pump at pond J, were in place. <br />
