July 26, 2011 <br />C- 1996- 083Bowie No. 2 Mine <br />JMC <br />a defective bypass pipe for the adjacent landowner's irrigation water. The operator was going to fix the problem. <br />Pond K had no standing water in it. No ponds were discharging during the inspection. <br />The primary and emergency discharge structures on the sediment ponds were functioning properly. Floats were <br />attached to the primary discharge pipe hoses and the emergency spillways were clear of debris. Discharge pumps <br />were in place at ponds F and J. Pond embankments and inslopes were stable. <br />Ditches and culverts around the mine site were clear of sediment and debris and had enough capacity to handle the <br />runoff. Silt fence was up along the Fire Mountain Canal where the material storage area beneath the overhead <br />conveyor is located. Waddles were in place at the Hubbard Creek fan shaft site. <br />OTHER (SPECIFY): <br />Longwall mining is currently in the B -10 panel in the west district. Employment at the mine is up to <br />around 290 people. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 ❑ ❑ Drainage Control; Surface <br />Stabilization; Placement: <br />The operator was grading coal waste in the central portion of gob pile no. 2. There was positive drainage <br />off of the pile. The central drainage culvert was clear. The upland diversion ditch had sufficient capacity. The <br />outslope of the gob pile appeared to be stable. No work was being done on gob pile no. 1 and gob pile no. 4. The <br />operator has not received permission from the CDPHE to place coal refuse at gob pile no. 3 yet. <br />ROADS — Rule 4.03 ❑ ❑ Construction 4.03.1(3)/4.03.2(3) ❑ ❑ Drainage 4.03.1(4)/4.03.2(4) ❑ ❑ Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) ❑ Reclamation 4.03.1(7)/4.03.2(7): <br />The paved haul road up to the D -seam portal bench was in good condition. The upper turn of the road that <br />remains unpaved was being watered by the operator during the inspection. Guard rail was in place and road <br />ditches and culverts had sufficient capacity. The haul road leading to the gob pile area was dry and in good <br />condition. Road ditches and the road's outside berm were in place. The light use road leading to pond B was <br />passable. The entrance road to the unit train loadout was dry and passable. The county road going up Hubbard <br />Creek to the inoperative fan site was also passable, although a gully on the outside edge is forming next to the area <br />where wooden boards had been placed for stability over a muddy area. <br />REVEGETATION — Rule 4.15 ❑ ❑Vegetative Cover; Timing: <br />The vegetative cover on the fill outslopes was good, which has resulted in no erosional gullying on the <br />outslopes. <br />SLIDES and DAMAGE - Rule 4.12: <br />There had been recent heavy rains in the area but no slides were evident. The old slide on the utility bench <br />outslope and the old slide in the cut slope behind the wash plant had not been affected by the recent rains. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were observed with the water tank and fan on the utility bench, coal handling structures on <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 6 <br />
