the D -seam and B -seam portal benches, conveyor system, coal storage structures, wash plant facilities, unit train <br />loadout, pumphouse and Hubbard Creek fan site. The operator continues to dismantle structures on the Hubbard <br />Creek fan site bench. The mine is operating at full capacity now. There was a moderate volume of coal stockpiled <br />on the D -seam portal bench and on the coal stockpile bench next to the highway. <br />The rock catchment berm just above the utility bench was in place and was functioning properly. The B -seam <br />portal bench excess material storage area showed no indications of slope instability. The two coverfill stockpiles <br />just east of pond F and just west of the topsoil stockpile at gob pile no. 3 were stable and had a moderate cover of <br />vegetation. <br />The wildlife crossing over the downhill conveyor was in place. Material storage areas were well organized. <br />SIGNS AND MARKERS — Rule 4.02: <br />Mine identification signs were up at the entrances to the main mine, pumphouse, overhead conveyor <br />storage area, unit train loadout and the Hubbard Creek fan site. Mine id signs were also up along the public roads <br />where the permit boundary crosses the public road. Surface disturbance markers were up around the disturbed <br />areas. These markers are white pvc pipes placed over rebar that have been driven into the ground. Subsidence <br />warning signs also were up on the west end of the utility bench and along the Hubbard Creek road near the fan <br />site. Stream buffer zone signs were up next to Hubbard Creek at the fan site. <br />TOPSOIL — Rule 4.060 0Remova14.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />There was a very good vegetative cover on the large topsoil stockpile at the main mine There were no <br />signs of slope instability or erosional gullying on the stockpile. The topsoil signs were up. The same was true for <br />the small topsoil stockpile on the west side of the utility bench. The two topsoil stockpiles along the gob pile haul <br />road had a moderate vegetative cover. The straw bales were in place and the topsoil signs were up on the <br />stockpiles. The large topsoil stockpile at gob pile no. 3 had a good vegetative cover.
