Half of a unit train had been <br />loaded but no problems with fugitive dust were observed from that operation. Disturbed mine areas had sufficient <br />vegetative cover to prevent dust problems. Finally, no coal dust or mud had been tracked onto the highway. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The required mine records were located at the mine office, as documented on the attached records <br />checklist. <br />EXPLOSIVES — Rule 4.08 ❑ ❑Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />No problems were noted with the cap and powder houses, which were located on the road that leads from <br />the D -seam portal bench up to the east side material storage area. <br />HYDROLOGIC BALANCE - Rule 4.05 ❑ ❑Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />An intense but very local precipitation event had occurred on July 5 just east of the Bowie No. 2 Mine <br />permit area. A portion of the Fire Mountain Canal had completely filled up with mud and the railroad had to clean <br />mud off of its tracks. The only effect on the Bowie No. 2 facilities seemed to be upgradient of pond C. Apparently, <br />a gully overtopped above pond C, with the muddy runoff coming into pond C from the hillside just to the north of <br />the pond. However, no problems with pond C were observed. <br />The operator was drying up pond B for cleaning so there was only a little standing water in the pond. Pond C had <br />water up to the primary discharge level while pond D had a small volume of water in it. Pond F had a moderate <br />volume of standing water, but the level was below discharge. Pond J had a little water in it but the water was from <br />Page 2 of 6 <br />
