July 26,2011 C-1981-019/Colowyo Coal Mine JHB <br /> extent of the East pit highwall on the morning of 7/27 pushing the highwall down. Slope measurements were <br /> taken with a hand held Suunto inclinometer on this portion of the slope; lower portion of East Pit 2011 Spoil <br /> parcel, north of the east pit highwall and south of the drainage. The slope measured 11%. Based on approved map <br /> 29,this is in agreement with the approved grading contours. <br /> CCC was already placing topsoil in this area. The Division is in agreement that this portion of the slope is in <br /> compliance with the grading design and ready to accept topsoil placement. This area will receive variable topsoil <br /> thickness. <br /> CCC has placed riprap in the permanent drainage in this stretch. CCC uses a rock hammer to break up rock <br /> brought in to the reclamation area to size it in accordance with the design and place the sized rock appropriately. <br /> EXPLOSIVES—Rule 4.08 <br /> Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> CCC blasted the eastern extent of the east pit highwall on 7/26. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Wildlife was observed throughout the reclaimed area. A fairly large herd of Pronghorn were observed hanging out <br /> on 2010 reclamation by the 2010 stock pond in the north drainage of the East pit. A herd of 4 bucks and 2 does <br /> were flushed up in the SL5 area of the East Pit reclamation. CCC has opened the fencing in some of the shrub <br /> exclosures in the SL5 area. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br /> 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Sediment ponds along highway 13 are functioning well. Section 28 pond was dry. Prospect pond was holding a <br /> pool of water just at the weep holes. Discharge from the Prospect pond was a trickle. Gulch A and Streeter ponds <br /> looked fine with no concerns. <br /> East Taylor pond has not yet been cleaned of sediment. CCC has a long reach excavator on site at the north end of <br /> the East Taylor access road. CCC stated that the excavator will be cleaning the pond within the next week, even <br /> though the pond has not dried out. CCC has had TSS exceedances on the discharge form this pond. This pond <br /> needs immediate sediment clean out. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5)and(6)/4.03.2(5)and(6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br /> Haul roads were in good condition during the inspection.
