July 26,2011 C-1981-019/Colowyo Coal Mine JHB <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> 2010 reclamation block in the West pit is showing good seedling emergence. The cover is thin as would:be <br /> expected with first year vegetation establishment. Annuals forbs are present but not problematic and noxious <br /> weeds were not in evidence. Rilling was not problematic in this 2010 West Pit reclamation block. Gullies <br /> previously identified in this block have been repaired and runoff source rerouted. Several spoil springs/seeps <br /> appear to have formed in the 2010 and 2009 WP reclamation parcels. CCC will need to visually monitor these <br /> seeps. One of the seeps flows onto one of the contour ditches and pools in a low spot corresponding with a gully <br /> repair. Grading of the contour ditch to provide positive drainage is needed in this segment of ditch. <br /> Rill and gully repair in West pit and east pit have been completed. Repairs look good. North drainage of 2010& <br /> 2009 East Pit parcel continue to have concentrated runoff not going into the drainage. CCC will need to monitor <br /> the gully repairs and may need additional contour ditches places above the gully areas to direct runoff into the <br /> appropriate drainages and stock tanks. <br /> REVEGETATION—Rule 4.15 Vegetative Cover; Timing: <br /> SL5 East Pit vegetation looked very robust with very few noxious weeds. Areas identified during the bond release <br /> inspection in September 2010 were attempted to be located. Patch 3 continued to have sporadic Canada and <br /> Musk thistle but would not be considered an infestation,more of a smattering of plants. Other treated patches <br /> were difficult to locate. Weed management efforts appear to have been successful. <br /> TOPSOIL—Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> CCC was implementing variable depth topsoil placement in the West Pit 2011 reclamation parcel(102 area). Soil <br /> is end dumped at the top of the slope,then pushed downhill with DI I dozers. CCC has extensively placed soil <br /> thickness stakes along the slopes to guide the dozer operators to the required soil thickness along the bands of the <br /> slope. This appears to be very effective. Topsoil is being used from the topsoil pile east of"Hink's"Peak. <br /> Topsoil replacement was beginning on the East Pit 2011 reclamation parcel.
