Tony Tennyson accompanied the inspector on <br /> the first day of the inspection, and Chip Brown accompanied the inspector on the second day. The weather was <br /> cloudy and rainy on 7/26 and partly cloudy and dry on 7/27. The mine is an active surface mine with two active <br /> pits; West Pit and South Taylor Pit, and one pit, East Pit that is no longer producing coal but the operator is <br /> actively reclaiming <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> In the afternoon of the second day haul roads were getting dusty. Colowyo was actively watering the haul roads <br /> with two water trucks. <br /> The operator noted that they were currently working with the State Department of Health regarding air quality <br /> permits. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br /> 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and <br /> Gullies 4.14.6: <br /> Backfill and grading continues in the 102 area of the West Pit corresponding with approved 2008-2012 Spoil <br /> grading area shown on Map29. Recently graded contours blend with the 2010 reclamation. The operator estimated <br /> that they had conducted at least 50 acres of backfill and grading in this area so far in 2011. Since this area still is <br /> being completed the Division did not take any slope confirmation measurements. <br /> East Pit 2011 spoil grading block was actively being graded at the time of the inspection. CCC conducted a blast <br /> the afternoon of 7/26 to prepare for Dozers to push down the remaining highwall.
