REVIEW STANDARDS:
As stated in the Land Use Regulations, (LUR's), any anticipated operations
at the proposed site would fall into three (3) categories... low level...
medium level... and large (public works) level of activities at the proposed
site as follows;
Low Level -- Less than 20 trucks /day (2 trucks /hour for a 10 hour haul
day) or 500 tons for a single day up to 5 days in duration. Mostly small
volumes for local private customers requesting materials for access
roads /driveway, home or septic construction needs similar to other pits
operating in Park County.
Medium Level — More than 20 trucks /day hauling loads from the
proposed site. This activity level -would generally be a larger volume of
materials, hauling greater than 500 tons / day for a period longer than 5
days. Notice will be provided prior to activity to the BOCC for this level of
site activity through the Planning Department.
High Level — Contracted asphalt or batch plant operations at site
requiring temporary mobilization of such type of equipment for the site. Full
notification and request for comments will be provided prior to any
mobilization activity through the Planning Department to the BOCC for this
level of site operations. At this level there may be a more comprehensive
review process by Park County. We will work with the County in advance
of a project scope of this size.
NOTE: It is standard CDOT practice to let their contracts generally on a 30
day notice to proceed. This is applicable to small, maintenance type
applications of asphalt. If so, then Park County needs to recognize the
impacts for any such operation, based upon their recent adoption of a 90
day administrative review period. We would like to stress this potential
