June 21, 2011 <br />C -1980- 001 /Edna Strip Mine JHB <br />HYDROLOGIC BALANCE - Rule 4.05 <br />❑Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />All three ponds appeared to be functional and there were no problems with the discharge structures or <br />embankments. The Moffat pond had a concentration of noxious weed species around the perimeter. This <br />infestation needs to have additional weed control measures taken. A few small patches of weeds were observed <br />near the Center Ridge pond, that require control. <br />ROADS — Rule 4.03 ❑ ❑ Construction 4.03.1(3)/4.03.2(3) ❑ ❑ Drainage 4.03.1(4)/4.03.2(4) ❑ ❑ Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) ❑ ❑ Reclamation 4.03.1(7)/4.03.2(7): <br />Four roads remain as permanent roads throughout the remaining permit area: 1) North Road, 2) Skyline <br />Road, 3) West Ridge Road and 4) Lower Moffat road. Overall the roads remain in good to fair conditions. The <br />North Road exhibited some rilling from runoff this spring. The rilled location is immediately south of the <br />intersection with the Lower Moffat road. The extent of the damage is from approximately C -5 location of Exhibit <br />3.5 -7 (sheet 2 of 2), to Culvert E -1. The length of the damaged area is approximately 60 yards. The deepest <br />rilling is approximately 4 inches deep. <br />The downslope culvert from this damage, El, remains clear. The ditch upslope from the road remains intact and <br />clear of any blockage. This past winter saw record levels of snowfall. The Yampa River Basin reported 266% of <br />average snowpack. The melt -off was very late, and the Division recorded snow still on the mine property in late <br />May. Based on the rilling patterns of runoff across the North road, we suspect that a snowdrift or ice dam <br />temporarily blocked the ditch. This would cause the runoff from the ditch to flow across the roadway, with the <br />resulting damage. Once the ice dam melted, there was no evidence of blockage or damage to the ditch. <br />Permit section 3.5 commits to maintaining the mine roads, which includes the permanent roads. Rule 4.0.2(6)(c) <br />also requires that roads be maintained and repaired as soon as practicable after road damage. The operator will <br />need to grade this section of roadway to assure the road functions in accordance with the approved design. <br />The other permanent roads throughout the mine remained in good condition. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Vegetation throughout the mine site had greened up. The area had experienced a late spring so vegetative <br />growth was somewhat delayed and grasses were still relatively low. The operator had contracted Habitat <br />Management to conduct weed control on the mine site. Chris Keogh of Habitat Management had been conducting <br />weed spraying for White top (Cardaria draba) the week of June 13th, prior to the inspection. Mr. Keogh pointed <br />out locations that he had applied herbicide. Some of the patches were showing signs of chemical take -up, and <br />exhibited yellowing of basal leaves.
