June 21,2011 C-1981-019/Colowyo Coal Mine JHB <br /> The West Taylor Fill continues to be constructed. The underdrain construction is visible at the southern extent of <br /> the West Taylor Fill. <br /> The slopes on the west and north sides of the West Pit fill have mostly been completed. These slopes appear <br /> stable and do not exhibit signs of slope failure or erosional gullies visible in the aerial photos. A powerline crosses <br /> the north slope of the West Pit Fill. <br /> Streeter fill remains stable and well vegetated. The Division is evaluating SL5 that includes final bond release of <br /> reclaimed areas including Streeter Fill. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> ❑Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Diversions 4.05.4; Surface Water <br /> Monitoring 4.05.13; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> photo 2 shows what appears to be breaching of the South Taylor collection ditch on the SE portion of the ditch. It <br /> does not appear that this resulted in significant gullying downslope of the collection ditch. <br /> West Taylor pond was holding a pool of water, and appears to be discharging. There are npo ceoncerns with this <br /> pond based upon the aerial photo.] <br /> East Taylor pond is full of sediment. This pond will need to be cleaned this construction season. There appear to <br /> be spoil springs forming along the drainage south of the East Taylor pond. (Photo DSC 3612) Repair to the gully <br /> on the outslope of the East Taylor pond was visible. <br /> The 2010 constructed stock tank on the eastern extent of the Gulch A drainage is holding water. There appears to <br /> be significant down cutting of the drainage east of the Gulch A reconstructed drainage, in the portion that runs <br /> through the undisturbed vegetation prior to reaching the pond. (photo DSC-3622) This is in the area that was <br /> regraded in 2010. <br /> Prospect pond was holding water and no problems were apparent with the pond,based on the aerial photo. <br /> The West Pit pond is holding water but the bottom of the riser is visible,indicating that additional water storage is <br /> available,and the pond is not discharging. <br /> ROADS—Rule 4.03Drainage 4.03.1(4)/4.03.2(4) <br /> ❑Surfacing and Maintenance4.03.1(5)and(6)/4.03.2(5) and(6) <br /> []Reclamation 4.03.1(7)/4.03.2(7): <br /> The West Taylor access road appears to have dried out and visually looks to be in good condition. <br /> Roads throughout the mine site appear dry,no dust clouds appear to be stirred up with truck traffic.
