June 22,2011 C-1981-035/King Coal Mine TAK <br /> ❑Placement; Drainage Control; Surface Stabilization: <br /> Several piles of coal waste rock were on the top of the waste pile, awaiting incorporation into lifts. The <br /> top surface of the pile was dry and gently slopes away from the face of the pile to a ditch,as designed. The face of <br /> the pile was seeded and mulched in fall of 2009. Minimal seed germination was evident in fall 2010,but now <br /> significant vegetation is developing on the face(mainly yellow sweet clover). No problems were apparent on the <br /> pile. Coal waste rock in the King I facilities area will be used as fill in the reclamation of the portal area(which <br /> will require a Technical Revision)or will be incorporated into the existing refuse pile. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> El Drainage Control 4.05.1,4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br /> 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> King I Ponds - The West Pond was dry and East Pond contained a small pool of water. Both ponds <br /> appeared to have adequate storage capacity. The inslopes of both ponds appeared stable. The outslope of the <br /> embankment of the west pond appears structurally and erosionally stable. (The east pond is fully incised and does <br /> not have an embankment.) The pipe and culvert that serve as primary spillways of the ponds appeared to be clear. <br /> The open channel emergency spillways of both ponds appeared erosionally stable. Both ponds had graduated <br /> staffs in place for surveying sediment level. <br /> King II Pond—The pond was dry and appeared to have adequate storage capacity. The inslopes of the pond <br /> appeared stable. The outslope of the embankment appeared stable. The primary and emergency spillway culverts <br /> appeared to be in good shape. A graduated staff was in place for surveying sediment level. <br /> King II Pond inlet and outlet culverts-The outlet end of the 24-inch diameter culvert that discharges into the pond <br /> from the pond's northeast corner(culvert C-7)was clear. <br /> GENERAL MINE PLAN COMPLANCE: <br /> The operator appeared to be in compliance with the approved mine plan. <br /> ROADS—Rule 4.03 <br /> ❑Construction 4.03.1(3)/4.03.2(3) <br /> ❑Drainage 4.03.1(4)/4.03.2(4) <br /> ❑Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5) and(6) <br /> [I Reclamation 4.03.1(7)/4.03.2(7): <br /> King I-The mine entrance haul road was well maintained. <br /> King II-The haul/access road was well maintained. <br /> REVEGETATION—Rule 4.15 <br /> ❑Vegetative Cover; Timing: <br /> The operator has begun their summer weed-spraying program.
