C- 2010 -088 Fruita Loadout <br />2" Preliminary Adequacy Review (MLT) <br />25- May -2011 <br />Page 6 of 8 <br />On page 2.05 -9, Design and Construction (Rail Loop), in the third paragraph, please revise <br />"pond 6" to read, "Evaporation Pond No. 6 ", consistent with the map nomenclature. <br />On page 2.05 -9, please elaborate on the source of "clean" dirt (there may also be a better <br />term to use). <br />AnrPr.c Rnnrl <br />No profile or typical section for the Access Road are shown on Map 15. Please add these <br />details to Map 15. <br />Page 2.05 -9 describes what will be done with unsuitable materials encountered in <br />construction of the Rail Loop. Please use similar language to address the handling of <br />unsuitable materials encountered in construction of the Access Road. <br />Light Use Road <br />The Light Use Road appears in cross sections on Map 12 (both fill and cut situations), and in <br />Section A -A- on Map 21 (Rail Loop cut section). The first paragraph on page 2.05 -16 of the <br />application indicates that the light use road runs parallel to the rail loop, is nearly level, and is <br />about 1.5 miles long. <br />In Exhibit 16, the Union Pacific STD DGW OOO1B includes Note 4 which states, "Where <br />off -track roadway is to be provided, add 10' -0" additional width to the roadbed section at top <br />of selected material elevation." It is not clear whether this is the proposed method of <br />construction of the Light Use Road, or whether other materials will be used. Please describe <br />the materials proposed for construction of the Light Use Road. <br />The outer slope on Map 12 is shown as 2:1, with 2:1 bermed ditch located downslope. Is a <br />ditch of this configuration feasible to build/maintain on a 2:1 steep slope? The Division <br />suggests that a preferred alternative may be to install silt fence or excelsior erosion logs on or <br />at toe of slope, due to the small disturbed area and flat grades. <br />Please add a Light Use Road typical section to Map 15 or Map 21 showing its configuration <br />in relation to the Rail Loop embankment for both cut and fill sections. <br />2.05.3(4) Ponds and Impoundments <br />Language addressing the requirements of 2.05.3(4)(a)(ii)(B) is provided on page 2.05 -18. <br />This section, regarding embankment construction, may not be required, since Ponds 1 and 2 <br />are both incised. Please remove or revise, if appropriate. <br />2.05.3(5 ) Topsoil <br />• In the last paragraph on page 2.05 -23, please indicate that soil samples were obtained during <br />May 2010 and March 2011. <br />2.05.3(6) Overburden <br />
