Response to CN-01 Third Adequacy Issues - June 6, 2011 <br />described portion of the access road to the Incas Mine should fail, Wildcat Mining commits <br />to repairing the access road. <br />Adequacy Issue #23 <br />The Applicant's response to the Division's previous adequacy issues indicated the Chief Portal <br />will be stabilized with timber or steel sets. However, no such description of this construction <br />activity appears in the proposed mine plan, reclamation plan, or in the work plan addressing the <br />stabilization of Little Deadwood Gulch. According to the work plan for Little Deadwood Gulch, <br />the center line of the reconstructed channel passes within 25 feet of the Chief Portal and the <br />portal is approximately 10 feet lower in elevation than the bottom of the reconstructed channel. <br />The construction of the Chief Portal resulted in a 40+ foot highwall at 0.4H:1 V slope. <br />Please revise Exhibit D, Mine Plan, to include a work plan for stabilization of the Chief Portal. <br />The work plan shall be accompanied by topographic map(s) of appropriate scale illustrating the <br />work plan, showing the configuration of the stabilized Chief Portal and its associated highwall, <br />and showing the final configuration of the portions of Little Deadwood Gulch proximal to the <br />construction activity. Given the tenuous location of the Chief Portal and its associated highwall, <br />the Division requires the work plan to address the requirements of Rules 6.5(1), (2) and (3). <br />Response #23 <br />Wildcat Mining is submitting a revised Exhibit D, Mining Plan, which includes a work plan <br />for stabilization of the Chief Portal. See Attachment G. Wildcat Mining is also submitting <br />a revised Chief Little Deadwood Gulch Channel Corrective Action Plan showing th <br />configuration of the stabilized Chief Portal and its associated highwall, and showing the <br />final configuration of the portions of Little Deadwood Gulch proximal to the construction <br />activity. See Attachment C-Figure 5a and Attachment K <br />Adequacy Issue #24 <br />The application proposed to construct approximately 6,000 feet of new roads across steep slope <br />areas to provide access for 11 exploration drill pads. The original application for CN-0 1 <br />indicated the exploration roads were permanent and not to be removed during final reclamation. <br />Therefore, the Division requested road designs, prepared and certified by a professional <br />engineer, for the proposed access roads to the 11 drill pads. <br />Rather than provide the engineered road designs the Applicant proposed to install silt fence, <br />wattles, check dams, debris basins, and hay bales to control erosion. The Applicant revised the <br />reclamation plan to include ripping and revegetation of the driving surface but did not address <br />reclamation of the cut and fill slopes for the exploration roads. Please either designate the <br />exploration roads as permanent roads and provide the engineered road designs, or designate the <br />exploration roads as temporary features and provide complete reclamation plans that include <br />Revised <br />6/6/2011 <br />20 <br />
