(Activated at 00:04:02) <br />DECISION AGENDA <br />PROJECT #2010-0055, ANIMAS GLACIER GRAVEL PIT CLASS 11• <br />Applicant: Weeminuche Construction Authority <br />Agent: Russell Engineering <br />For a gravel pit and related operations including sales, processing, concrete and asphalt <br />batch plants on approx. 121 ac on parcels consisting of approx. 233ac located off of CR <br />213 at 1350 Sky Lane Cir. S; Secs. 7U &18 T 34 R9W and Secs. 12U &13 T34 R10W. <br />(Joint Planning) (EA <br />Animas Glacier Gravel BoCCDReport0211 <br />Erick Aune, County Planning Director, gave a brief overview of the background history <br />and staff report. (Activated at 00:08:50) <br />Commissioner Hotter requested the agent come forward and address the Board. <br />Nancy Lauro, representing Russell Planning & Engineering as agent for the applicant, <br />introduced Mike Russell of Russell Planning & Engineering, Tom Hall, Business <br />Manager/Controller for Weeminuche Construction Authority, Robin Halverson, <br />Executive Director/ Manager of Weeminuche Construction, Bradley Hight, Vice- <br />Chairman of the Ute Mountain Ute Tribe, and owner, Shirley Isgar. Ms. Lauro gave <br />background information and the history of previous activity during the construction of the <br />Animas Airpark and Lake Nighthorse. She acknowledged that there were surrounding <br />neighbors and businesses that have expressed concerns. She stated that in response <br />they have conducted studies and are prepared to implement the required Findings and <br />Condition to mitigate those factors as recommended by the County Planning staff. Ms. <br />Lauro gave the Commissioners a hand-out (see Exhibit A-1 and A-2) regarding <br />Prevailing Wind Direction. Ms. Lauro reviewed the traffic flow, noting that the Colorado <br />Department of Transportation (CDOT) had suggested that improvements be made to <br />several intersections so that trucks could better negotiate the turns. She said that there <br />will be trucks driving in front of homes ajong the route from the highway to the gravel pit. <br />She said that she believed the applicant has addressed the concerns of staff. (Activated <br />at 00:14:37) <br />Commissioner White asked Ms. Lauro to address the concerns expressed by Animas <br />Airpark in letters to the Commissioners, notably their concern regarding dust mitigation. <br />Ms. Lauro said there is a list of mitigations in the staff report that the applicant will <br />comply with, noting that it states very clearly "dust will not leave the property." She said <br />that this was a factor the construction company dealt with during the construction of <br />Lake Nighthorse, which was a much greater amount of activity than what the proposed <br />gravel pit will generate.
