Additional Agencies <br />Although contacted, the department had not received comments from the following agencies prior to <br />the writing of this report: <br />• Building/Flood Plain Department <br />• Chevron Midcontinent LP <br />• La Plata County Senior Long Range Planner <br />• GIS/Addressing <br />IX. STAFF RECOMMENDATION <br />Based on specific findings, the Board of County Commissioners may vote to continue the project, <br />approve the project with or without conditions, or deny the project. <br />Staff recommends that Project No. 2010-0142, Animas Glacier Gravel Pit Class II, be APPROVED <br />based on the following findings and conditions: <br />Findings: <br />1. With the fulfillment of the Conditions of Approval; the applicant has met the submittal <br />requirements for a Class II Land Use Permit and provided proof of water, sewer, and access. <br />LPLUC 82-76, 82-161, 82-175, 82-179, 82-181, 82-182(b), 82-183, 82-186 <br />2. The proposal is compatible with the surrounding area provided the conditions listed below are <br />met. LPLUC 82-165, 82-166, 82-167, 82-192 <br />3. The proposal is in compliance with the Amended and Restated Intergovernmental Agreement <br />Regarding Joint Land Use Planning between the City of Durango, Colorado and La Plata <br />County, Colorado. <br />Conditions: <br />Note that italicized conditions are those added or revised subsequent to JPC hearing. Condition "3 " and <br />"24" approved by the JPC addressed similar issues and were combined into a single Condition "3 ". <br />1. Prior to commencement of construction for the project and issuance of the Class H permit, <br />construction plans shall be revised as follows: LPLUC 74-20 <br />a. CR 213 Sheet 4: Eliminate over-write on note 15. <br />b. CR 213 Sheet 6: Change proposed slope easement from station 7+50 to 10+50 to a slope and <br />drainage easement to accommodate the culvert pipe and ditch. <br />c. CR 213 Sheets 8 & 9: <br />i. Cross sections for stations 4+00, 4+50, 8+00, 8+50, 10+50, and 11+00 have a 3:1 side <br />slope, which is not a recoverable slope and conflicts with the typical section. Slide <br />slopes should be 4:1 within 8 feet of the roadway. Revisions to the side slopes may <br />require additional slope easements. <br />ii.
