S) The development will not adversely change the character of the neighborhood. <br />The development will be compatible with the adjacent uses at the airpark, as those uses and a <br />gravel pit are considered industrial. Residential uses located adjacent to the entrance to the project <br />site will be affected by the increase in traffic. The operations themselves are not located in close <br />proximity to residential uses; however, neighbors are concerned that heavy truck traffic along La <br />Posta Road will change the character of the neighborhood for these residences. The applicant has <br />represented they will mitigate disturbances. <br />6) The development will not significantly disturb the privacy of neighbors., <br />Residences along La Posta Road will be impacted by increased truck traffic. The operations <br />themselves are not anticipated to disturb the privacy of neighbors. The applicant is proposing to <br />upgrade elements of La Posta Road to accommodate the increase in truck traffic. <br />Consistency with the La Plata County Comprehensive Plan <br />The Extractive Resources Chapter 10 of the Comprehensive Plan that was to be finalized in 2002 was <br />never completed. However, the one goal listed on page 10.1 is "To Balance the Economic Benefits of <br />La Plata County's Resource Extraction Industry with the Need to Minimize its Impacts on County <br />Residents and the Physical Environment." With proper mitigation, this proposal can minimize the <br />impacts to the county residents and the physical environment. <br />Consistency with the City of Durango Comprehensive Plan <br />The City of Durango Comprehensive Plan indicates development in the La Posta Road area will be <br />guided by the La Posta Road Area Plan; however, the La Posta Road Area Plan has not been adopted <br />as of the writing of this report The City of Durango Comprehensive Plan Future Land Use Map <br />indicates the project area is to be generally industrial. The southern portion of the project area, <br />approximately where the access road will cross, is designated Rural Residential. The Industrial Land <br />Use category description states that the land use designation permits mining, gas production, batch <br />plants and manufacturing uses with outdoor operations. The Rural Residential category is for private <br />residential lots served by well and septic systems. <br />VI. STRATEGIC PLAN CORE STRATEGY NEXUS <br />The project may promote the La Plata County Compass core strategy for economic vitality if the <br />operator employs residents of La Plata County. In addition, the project will need to mitigate impacts <br />to air and water and other consequences of the excavation activities on the environment in order to <br />meet the core strategy of Healthy Natural Environment. <br />VII. ADJACENT LAND OWNER AND MINERAL OWNER NOTIFICATION AND RESPONSE <br />The applicant has met the requirements for mineral owner notification. Neighbors within one half <br />mile of the subject property, as well as any other interested parties who supplied contact information <br />were notified of the proposed project. To date, several comments have been received from either <br />adjacent landowners or other concerned parties via email, letters, and telephone calls. Comments <br />received in writing have been attached to this staff report. <br />In addition, two neighborhood compatibility meetings were held, on June 14, 2010, and July 29, 2010. <br />Summaries of these meetings are attached to this staff report. <br />VIII.
