We support the position taken by CDOT that this project should be required to make <br />improvements to the River Road-Highway 1601550 intersection." <br />City of Duraneo Engineer <br />Comments were received by email on December 7, 2010: <br />"This was my comment from November 11, 2010 regarding the Animas Glacier Gravel Pit Traffic <br />Impact Study: <br />1. Add a section in the report that states the structural integrity of the River Road pavement between <br />Escalante Drive and Highway 5501160. The pavement was designed for the Home Depot truck traffic <br />but 1 do not believe it accommodated the additional ESALs for gravel pit truck traffic. This will <br />required a pavement and support base sampling and a report by a geotech. A statement regarding the <br />physical inspection of the existing condition of the asphalt will be required in this section. <br />The applicant has supplied the "Geotechnical Slope Stability Study for Animas Glacier Gravel Pit <br />Road " prepared by Trautner Geotech LLC dated October 11, 2010. Page 23 of the report indicates the <br />pavement of RiverRoad was design for 380,000 18K ESAL per traffic lane and in their estimate the <br />pavement is suitable to support a remaining 110, 00018K ESAL per traffic lane. This calculates roughly <br />to 28.95% remaining life in the existing pavement. <br />The `Animas Glacier Gravel Pit Traffic Impact Study" prepared by Russell Engineering Inc. revised <br />November 19th, 2010 indicates in Appendix E that the gravel pit will increase the daily loading by <br />61.22 18K ESAL or a 15.5% increase above the current background traffic. <br />The City does not have the ability to collect Major Street Impact Fees or to have the applicant <br />reconstruct River Road to accommodate the projected traffic, therefore the City will be required the to <br />repair and reconstruct the roadway in the future.
