6.4.5 EXHIBIT E - Reclamation Plan <br />12.) Please provide a seeding rate for each of the species to be planted (Units: Pounds of Live <br />Seed per Acre; pls/acre). <br />13.) Please further explain the following statement, "Seeding will be done either with tractor <br />and planter or hand broadcaster, with seeding rates adjusted accordingly for each." Please <br />explain how the seeding rate will adjusted for each type of seeding. If hand broadcast seeding <br />will occur, the Division will require the seeding rate be doubled from the seeding rate required <br />for drill seeding. <br />14.) Please indicate what time of year seeding will be conducted. The Division recommends you <br />contact the local soil conservation district office to obtain this information. <br />15.) Please commit to spreading the 1-4 inches of topsoil stripped during the mining operation. <br />All available topsoil will need to be spread during the reclamation process. <br />16.) Please submit a noxious weed control and monitoring plan for the site. Please include the <br />following information: <br />a) A list of potential species of invasive weeds that may occur on the site (Russian Olive, <br />Tamarisk, Canada Thistle, Leafy Spurge...etc.) <br />b) A description of the various control measures that will be employed for the weed <br />species such as mechanical, chemical, biological control or a combination of the three <br />methods. <br />c) Submit a monitoring plan that describes how often the Operator will monitor the site <br />for noxious weeds (monthly, bi-monthly etc.) and what action will occur if noxious weed <br />are observed. <br />d) A posttreatment monitoring plan to determine control effectiveness. <br />e) A commitment that the weed control plan will be implemented for the life of the <br />permit. <br />17.) Please commit to reclaiming one mining phase prior to initiating mining in the next phase. <br />18.) Please explain what criteria will be used to determine when reclamation will begin for any <br />given phase. <br />6.4.6 EXHIBIT F - Reclamation Plan Map <br />19.) Within the mining phases it is difficult to tell what the post mine configuration of the site <br />will be because many of the drawn contour lines cross and intersect each other, and only a few <br />of them are labeled. Please re-draw and better label the contour lines on the Reclamation Plan <br />Page 3 of 5
