Mr. Naylor <br />Page 1 2 <br />April 29, 2011 <br />6.4.5 Exhibit E - Reclamation Plan <br />2. As required by Rule 6.4.5(2)(a), please provide a general discussion of methods of <br />reclamation as related to the mechanics of earthmoving. The discussion should include a <br />description of how the highwalls will be reduced to the final grade of 2H:1 V. <br />3. The Operator has indicated the concrete rubble located on the north side of Pit No. 2 will be <br />used as backfill material. As required by Rule 3.1.5(9)(a)-(f), please submit the following <br />information: <br />a) A narrative that describes the approximate location of the proposed activity. <br />b) The approximate volume of inert material to be backfilled. <br />c) A signed affidavit certifying that the material is clean and inert, as defined in Rule <br />1.1(20). <br />d) The approximate dates the proposed activity will commence and end, however, such <br />dates shall not be an enforceable condition. <br />e) An explanation of how the backfilled site will result in a post-mining configuration that is <br />compatible with the approved post-mining land use. <br />f) A general engineering plan stating how the material will be placed and stabilized in a <br />manner to avoid unacceptable settling and voids. <br />4. Currently there is a gravel road around the pits. Please specify how the roads will be <br />reclaimed. If the landowner intends to keep them as access roads, then provide a signed <br />statement from the landowner which demonstrates approval of the request. <br />5. Currently there is exposed groundwater in Pit No. 2. The Operator has indicated the exposed <br />groundwater will be eliminated through backfilling. Please clarify is this pit will be dry <br />following final reclamation. If it will be a dry pit, then it must be backfilled to at least two <br />feet above the static groundwater level. <br />6. Currently there is exposed groundwater in Pit No. 3. The Operator has indicated reclamation <br />is complete on this pit. Please describe how the reclaimed groundwater pond supports the <br />post-mining land use of agriculture and rangeland. <br />7. The original Reclamation Plan Map shows that Pit No. I and Pit No. 2 would be reclaimed <br />into a single pit. Please clarify if Pit No. 1 and Pit No. 2 will remain-as-separate pits as they <br />currently are, or if they will be reclaimed into a single pit. <br />8. The Operator has stated manure will be applied to the seeded area. Please specify the <br />quantity to be applied and the time of application. <br />6.4.6 Exhibit F - Reclamation Plan Map <br />9. Please provide a Reclamation Plan Map showing any changes from the original map. The <br />map must show the expected physical appearance of the affected land, as well as the <br />proposed topography of the area with contour lines of sufficient detail to portray the direction
