=r <br /> April 26,2011 C-1981-019/Colowyo Coal Mine JHB <br /> FISH and WILDLIFE—Rule 4.18: <br /> Numerous waterfowl and wildlife were observed throughout the mine site. A medium sized(20-30 head) <br /> herd of elk were observed in the East Taylor drainage.Pronghorn were observed along the main paved haul road. <br /> American Widgeon&Cinnamon Teal pairs were noted in the West Pit pond. Mallards were noted throughout the <br /> mine site. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Impoundments 4.05.6,4.05.9; Stream Buffer <br /> Zones 4.05.18: <br /> Runoff was actively flowing throughout the mine site. No problems with clogged culverts were identified. <br /> Ditches were flowing well. The inspector was unable to observe disturbed area ditches at South Taylor pit due to <br /> Haul Road closures and inaccessible conditions. Even foot travel was limited by the wet muddy conditions. Some <br /> areas still retain snowdrifts,but mostly muddy conditions were pervasive. <br /> West Pit pond was accessed via the East Taylor road. The pond access road was very muddy and slick. Drainage <br /> off the main paved haul road flows onto the East Taylor access road. West Pit pond was not discharging but was <br /> holding a pool of water. No problems were noted with the pond inlet, sides or embankment. <br /> The road to East Taylor pond was impassible due to muddy conditions. <br /> Ponds accessed include Rail loop pond,not discharging. Stoker pond; discharging 0.02 on staff gauge discharge <br /> was clear. Gossard pond was discharging 0.05 on 8"flume. <br /> Section 28 pond was accessed. Pond was holding a pool of water too the bottom on the primary discharge. The <br /> water elevation was well below the weep holes but the primary discharge was leaking a trickle of water. CCC has <br /> already identified this small leak. The Division identifies this leak as a maintenance item. The outslope of Section <br /> 28 pond is still thin on vegetative cover. Evidence of fines eroding off the embankment outslope was noted by <br /> sediment fan at the bottom of the slope. Additional stabilization seed may be necessary to stabilize this outslope. <br /> Discharge from this pond flow cross country over existing vegetation prior to entering the defined drainage. <br /> Prospect pond was discharging 0.04 on the staff gauge on the 30"flume. The discharge was slightly cloudy. No <br /> maintenance concerns were noted with the Prospect pond. The culvert under State Highway 13 at Prospect pond <br /> appears to be 24"CMP. <br /> Gulch A pond was discharging 0.1 on staff gauge on the 12"flume. Discharge was very slightly cloudy. No <br /> problems were noted with this pond. CCC representative said that animal burrows had been filled in. None were <br /> observed during this inspection. <br /> Streeter Pond was discharging 0.1 on staff gauge on the 12"flume. No problems were identified with Streeter <br /> pond. <br /> Work Area Pond was discharging.
