Tony Tennyson of Colowyo Coal <br /> Company accompanied the inspection. The weather was snowing, sleeting, foggy, and windy through out <br /> the day with short durations of calm. Spring thaw conditions prevail throughout the mine site. Snowpack <br /> is quickly melting off. The area received new snow overnight with additional snowfall through out the <br /> inspection. <br /> The mine is an active surface mine with two active pits. East pit is in the final stages of being closed up. <br /> CCC provided TR81 revised pages to the inspector. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> The mine area was wet from precipitation and run off. No dust was noted. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation.Stabilization of Rills and Gullies <br /> 4.14.6: <br /> CCC continues to regrade the 102 area of West Pit 2011 reclamation area. Slopes have not been verified <br /> by the Division. Contour ditches still need to be cut in to the slope. Access to the East pit and Southern end of <br /> South Taylor was impeded due to the wet muddy roads and slick conditions. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 Placement; Drainage Control; Surface <br /> Stabilization: <br /> Access to the South Taylor fill was not possible. West pit fill north end was reclaimed and stable. <br /> Piezometers remain on the outslope of West Pit fill. No slope movement or instability was observed on the <br /> outslopes of West Pit fill or Streeter fill. Piezometers remain on Streeter fill as well.
