Response to Preliminary County Comments Received on March 17, 2011 <br />The Chief Portal was built before 1926. The portal was stabilized in 2009 and the bench <br />leading to the portal was graded to remove debris at the entrance. No additional material <br />was removed from the head cut above the adit. There is no sign that stability of the road <br />has been adversely affected by the Chief Portal repair scaling activities in 2009. <br />Adequacy Issue #23 <br />Attachment 6.5.1 suggests steel sets will be constructed at the Lamb Portal. Please clarify <br />whether the Lamb Portal will be re-opened and stabilized with steel sets. <br />Response #23 <br />Timber or steel sets will at some point be constructed at the Chief Portal. All construction <br />activities will be approved by the Mine Safety and Health Administration. There are no <br />immediate plans to open the Lamb Portal. <br />Adequacy Issue #24 <br />Please submit road designs, prepared and certified by a professional engineer, for the proposed <br />access roads to the eleven drill pads. <br />Response #24 <br />Pre-existing roads will be used to the maximum extent to support future surface <br />exploration activities. Where necessary, Best Management Practices (BMPs) will be in <br />place to control erosion and sedimentation impacts. BMPs to be installed will include silt <br />fences, wattles, check dams, debris basins, hay bales, etc., as appropriate The drill pads, <br />and pre-existing access roads will be designed by a certified professional engineer where <br />the roads will be graded and reclaimed using approved seed mixes. See Attachment E-1 for <br />access road locations. <br />Exhibit E -Reclamation Plan, Rule 6. 4.5 <br />Adequacy Issue 425 <br />The application indicates the drill pad access roads are permanent and will not be removed <br />during final reclamation. The Act and Rules require affected lands to be reclaimed to a stable <br />configuration and beneficial use. Please demonstrate how the access roads to the eleven drill <br />pads will be stabilized. Please discuss how the proposed roads will benefit the post-mining land <br />use. Please provide maps with the reclamation plan illustrating the final configuration of the drill <br />pads and their associated access roads. <br />Revised <br />4/14/2011 <br />15
