Response to Preliminary County Comments Received on March 17, 2011 <br />Response #25 <br />Exploration access roads and drill pads will be constructed and reclaimed in accordance <br />with DRMS requirements including configuring the affected areas to the existing <br />topography and stabilizing the affected areas using temporary and permanent BMPs. <br />Detailed reclamation criteria are outlined in Exhibit E. <br />Adequacy Issue #26 <br />The application indicates the illegal access road, from County Road 124 to the bridge, will be <br />removed during final reclamation. Please provide a map with the reclamation plan illustrating <br />the final configuration of the reclaimed access road corridor. <br />Response #26 <br />See Exhibit 6.5 which provides the final configuration of the reclaimed access road <br />corridor. <br />Adequacy Issue #27 <br />The application states the mill facility and steel sets at May Day 1 level will be dismantled to the <br />extent possible. Please revise the reclamation plan to indicate total dismantlement of the mill <br />facility, steel sets and rubblization of the concrete floor and foundation for the mill facility. The <br />Division cannot approve burial of intact structures as permanent reclamation. <br />Response #27 <br />The reclamation plan has been revised to clarify the commitment to remove steel, concrete <br />and all surface structures from the May Day Level l bench. Materials will be salvaged and <br />moved off site by contractors to the maximum extent possible. Liquids and chemicals will <br />be removed from site and managed in accordance with existing regulations. Solid waste <br />(debris, concrete, belts, steel sets, etc.) as approved by DRMS which are not salvaged will <br />be disposed in the old May Day No. 1 mine workings where the disposal site will be dry. <br />Waste paper and trash will be disposed in a commercial approved landfill. The portal and <br />bench will be reclaimed as outlined in Exhibit E and F. <br />Adequacy Issue #28 <br />The reclamation plan proposes to permanently dispose mill tailings and debris from the <br />dismantled mill facility in the underground workings. The application does not demonstrate such <br />plan will be compliant with the ground water quality regulations. The Division cannot approve <br />the proposed reclamation plan until the Applicant demonstrates such plan will be compliant with <br />the ground water regulations and protective of existing and reasonably potential future uses of <br />ground water, per Rule 3.1.7. <br />Revised <br />4/14/2011 <br />16
