Response to Preliminary County Comments Received on March 17, 2011 <br />If a structure is 200 feet away from the blast site, the maximum amount of explosives per <br />delay is 16 pounds without the need for a seismograph. Wildcat Mining proposes to use 5 <br />to 10 pounds of explosives at any one time on the road cuts where the nearest structure will <br />be in excess of 400 feet. <br />Noise from blasting is the release of excess energy. Excessive noise can be created if- <br />• there is too much energy for rock conditions, <br />• release of energy occurs through broken ground and existing rock fracture, <br />• improper stemming or poor stemming materials are used. <br />The release of excess energy is a waste of energy. To eliminate waste, and to comply with <br />applicable regulatory guidelines, the May Day Idaho Mine Complex will conduct small <br />initial blasts. During the initial phases, May Day Idaho Mine Complex personnel will <br />conduct seismograph and noise monitoring when blasting will be conducted within 400 feet <br />of existing manmade structures to verify empirical formulas and to demonstrate <br />compliance with applicable noise criteria. <br />Adequacy Issue #22 <br />The illegal Chief Portal was constructed without the Division's review and approval. The <br />excavation undermined the access road to the Incas Mine, creating a near vertical highwall in <br />unconsolidated soils which terminates at the edge of the road. Excavated materials were <br />inappropriately placed across Little Deadwood Gulch, creating an embankment across the <br />channel and obstructing flow. <br />(a) On page four of the Geotechnical Stability Exhibit the application proposes to address <br />these issues with a channel design, provided in Table 6.5-1. Table 6.5-1 was not <br />included with the application. Please provide Table 6.5-1. <br />(b) Please provide a work plan for reclamation of the affected portion of Little Deadwood <br />Gulch, with topographic map(s) of appropriate scale illustrating the work plan and the <br />final configuration of the reclaimed drainage channel. <br />Please provide a geotechnical evaluation for the portion of the access road to the Incas Mine, <br />undermined by construction of the Chief Portal.
