The proximate <br />sediment control provided by contour furrowing reduces the amount of <br />down gradient or off-site sediment control needed and provides <br />specific co~liance with 30 CFR 816.45 (b)(3). <br />Revegetation is one of the most important methods for controlling <br />erosion and ^ini~izing sediment yield. Seeding and planting <br />disturbed areas rill be conducted primarily during the fall when <br />conditions are the Host favorable. Soil stabilization practices, <br />including the use of mulch, as defined in 30 CFR 701.5, will be <br />emphasized as a sajar part of sediment control. Mulch will be used <br />extensively and rill consist of fast-growing species of vegetation. <br />The particular species to be used for mulch are discussed under <br />Section 780.18. A detailed discussion on seeding, planting, mulching <br />and revegetation in general is set forth under Sections 780.18 (b)(5) <br />and 816.111-816.114. <br />Some of the diversion structures shown on Map 16a, Kerr Mine Area <br />Surface Water Hy~rology and Map 11a, Kerr Tipple Area Hydrology will <br />divert water froa undisturbed areas away from disturbed areas. The <br />diversions will not only reduce water velocity and sediment yield in <br />disturbed areas, but rill also reduce the size or number of <br />sedimentation ponds required downstream. Temporary diversion <br />structures are designed and will be constructed and maintained to <br />handle the amount of runoff from the two-year, 24-hour precipitation <br />event and rill be constructed using proper roughness characteristics, <br />maintenance of ap;ropriate gradients, revegetation, channel lining or <br />detention basins, or a combination of one or more of these measures, <br />so that not only will they be adequate for their intended purpose, <br />but also so that they will, to the extent possible, prevent <br />additional contributions of suspended solids to stream flow and to <br />runoff outside the permit area.
