Backfilling and grading will be conducted <br />so as to produce many flat areas with short slopes, as described in <br />Section 780.18. This method of reclamation will prevent soil <br />slippage, increase infiltration, reduce runoff potential and mini- <br />mize erosion. Leaving the regraded areas in a rough state will <br />reduce erosion and sedimentation off-site. <br />Topsoil will be handled In a manner to minimize erosion and promote <br />prompt revegetation. Topsoil will be removed and stockpiled pri- <br />marily by scrapers Ia a pattern approximately parallel to the land <br />surface contours where practicable, and in accordance with 30 CPR <br />816.22 and 816.23. Topsoil redistribution will be timed as closely <br />as possible to reseeding activities in order to minimize the amount <br />of time that topsoil is without vegetative cover. Topsoil redis- <br />tribution will also be conducted so that the pattern of replacement <br />is approximately parallel, where possible, to the contour of the <br />regraded spoil and will be conducted in accordance with 30 CPR <br />816.24. A detailed discussion on topsoil removal, storage and <br />redistribution is set forth under Section 780.18 (b)(4) and Sec- <br />lions 816.22-816.24. <br />Once the topsoil is reapplied, a program of contour furrowing, <br />which has been used in the past with much success, will be used on <br />all areas to be revegetated within the mine plan area. A cross <br />section and plan of the contour furrw is shown in Figure 19, <br />Typical Design of Contour Furrow. The advantages of contour fur- <br />rowing are many. Contour furrows provide closely spaced small <br />depressions within the topsoil layer that not only greatly reduce <br />sheet flw velocity and consequent erosion, but also retain trans- <br />ported sediment close to its original location. Additionally, the <br />furrows usually intercept and arcest the Formation of small rills <br />and gullies. By the time that the vegetation has developed to a <br />point that sediment transport is no longer a significant problem <br />and the contour furrows are no longer needed, the furrows will have <br />780-94 as <br />
