CM0001461 <br />Climax Mine - Robinson Lake Pump Station Replacement <br />Eagle County 1041 Application Submittal • <br />Environment (CDPHE). The Climax Mine also holds a discharge permit under the Colorado Discharge <br />Permit System (CDPS); Permit #CO-0000248. Under this permit Climax is authorized to discharge <br />effluent through a discharge point (Outfall 001) located below the Mayflower Tailings Pond prior to <br />entering Tenmile Creek. <br />Climax also holds an active Air Permit (#04LK0877) issued by the Air Pollution Control Division of the <br />CDPHE. <br />The State Engineers Office (SEO) has jurisdiction over the Robinson Lake Dam. <br />4. TECHNICAL AND FINANCIAL FEASIBILITY OF THE PROJECT <br />The estimated construction cost for the Robinson Lake Pump Station is approximately $685,000 <br />excluding the cost of the pumps. The capital cost estimate for the pumps is approximately $777,000. <br />There is no revenue associated with this system and the annual operating costs are estimated at <br />$767,500 per year. The Project will be constructed, operated and privately financed by Climax and will <br />not rely on revenues derived from the provision of services. Construction is anticipated to take a total of <br />approximately 12 to 16 months to complete. <br />S. SOCIOECONOMIC IMPACTS • <br />An exhaustive socioeconomic impact analysis is not necessary to evaluate the potential impacts <br />associated with the Robinson Lake Pump Station Replacement Project. Salient information relative to the <br />Project and potential socioeconomic impacts is presented below. The pump station is a private system <br />used to recycle process water within the overall water management and environmental protection system <br />of the Climax site. An evaluation of socioeconomic impacts relative to each of the approval criteria <br />contained in Section 6.04.01 of the Land Use Regulations is presented in Attachment B. <br />Climax property within Eagle County has been used for mining related activities for over 70 years. The <br />area is a Resource zone district, which allows mining. While mining, per se, is not conducted within the <br />Eagle County portion of the Climax site, the Robinson Lake Pump Station and other existing facilities are <br />necessary to efficiently manage water on-site and protect the natural environment adjacent to the site. <br />National Forest lands, which support outdoor recreation, are adjacent to the Climax site within Eagle <br />County. <br />Mining is recognized in the Eagle County Comprehensive Plan as a viable economic activity, so long as <br />negative impacts are recognized and mitigated. The Comprehensive Plan identifies as a main objective <br />the need to support and encourage the diversity of Eagle County's economic development, while <br />• <br />7
