CM0001462 <br />Climax Mine - Robinson Lake Pump Station Replacement <br />• Eagle County 1041 Application Submittal <br />preserving the area's scenic beauty and a healthy natural environment that support the desired quality of <br />life. In the County's growth scenarios presented in the Comprehensive Plan, the nearest area where <br />growth is considered is near the town of Redcliff, over ten miles from the Climax boundary (as the crow <br />flies). The probability for development in the Redcliff area over the next 30 years is depicted as low in the <br />growth scenario included in the Comprehensive Plan. <br />The Project does not involve a change in land use and is consistent with the Eagle County <br />Comprehensive Plan. The construction and operation of the Project will have no impact or effect on <br />current or future land uses adjacent to the Climax Site. As an important part of the environmental <br />protection facilities for the site, the Robinson Lake Pump Station helps to preserve a healthy natural <br />environment. <br />The Robinson Lake Pump Station will not require full-time operators, but will be inspected on a daily basis <br />and monitored remotely. The Project is accessed from Highway 91 in Lake and Summit Counties. The <br />Robinson Lake Pump Station Replacement Project will not rely on, or have a current or future effect on <br />local government services (roads, schools, water and wastewater treatment, water supply, emergency <br />services, transportation, and infrastructure) or housing within Eagle County. The Project will not create a <br />financial burden on Eagle County residents and will not have a negative effect on the local economy. The <br />• assessed valuation of improvements within Eagle County is expected to increase as a result of the <br />Project. The Project site is located entirely on private land and would not adversely affect any existing or <br />potential future outdoor recreational areas on adjacent land. <br />The project will not generate any glare, dust, fumes, vibration or odors. The noise associated with the <br />electric pumps inside the building is not expected to create a nuisance, especially given the remoteness <br />of the site with respect to existing or potential future development. <br />6. ENVIRONMENTAL IMPACTS <br />Established environmental protections and required mitigation for the pump station site are covered under <br />the existing permit structure for the Site. The replacement of the Robinson Lake Pump Station and <br />pipeline represents an upgrade of these components which are part of the process water reclaim and <br />environmental protection system for the Climax site. This replacement project will be beneficial because <br />it replaces antiquated equipment and will result in more efficient water control and improved <br />environmental protection. Impacts associated with the pump station Project are further understood and <br />mitigated by the long-established CDPS and stormwater permits held with the CDPHE. The project fully <br />resides within the wastewater collection area of the CDPS permit and the permitted affected land area for <br />the facility as authorized by the state reclamation permit, complete with ground-water protections, an <br />Environmental Protection Plan, cutoff structures protecting Eagle Park Reservoir, and State Engineering <br />• 8
