4. Exhibit 2010-6, 2010 Topsoil Sample Points - Pease clarify or correct the discrepancies <br />listed below for this map: <br />a. The total topsoiled area for 2008 is 18.0 acres which was done in three areas: Plots <br />A, B and C. Plot A is outlined on the map, but plots B and C are not designated. <br />Please draw in plots B and C on the map. <br />b. The Plots topsoiled in 2008 are accounted for in the chart but are not indicated on <br />the map. Please label plots B and C for 2008 on the map. <br />c. The areas topsoiled 2006 and earlier are called blocks and the areas topsoiled since <br />2007 are called plots. Please make nomenclature consistent in all years. <br />d. Sampling points TS-51, 52 and 53 are located in the road. Is this accurate? <br />e. The sampling point for TS-67 is unmarked on the map. <br />f. There are additional retopsoiled acreages listed in the 2007 topsoiled block. Please <br />explain to what this is referring. <br />g. The values listed on chart `Top Soil Sample Points For 2010" do not correspond <br />with the values shown at the sampling points. <br />h. Sample point 95 is shown as TS95A&B on the chart but multiple sample points are <br />not listed or shown on the map. Was more than one sample taken? How was the <br />value on the chart determined? <br />i. Sample point TS95 on the map has a topsoil depth of 1.1 feet which is lower than <br />the required minimum of 1.25 feet (15 inches). <br />j. The chart lists a topsoil depth for sample TS98, but TS98 is not shown on the map. <br />k. Insert a chart that lists all blocks topsoiled in 2010 similar to the charts of previous <br />years. Be sure to include Block B (4.9 acres) topsoiled West of 2700 Road and <br />South of BB Road. Also, label plot A. <br />1. Label plot A for 2008 and 2009. <br />m. Zone 4 - Lift B is 33" thickness with an additional 24" of Lift A topsoil, which <br />equals a total lift of 57". It is stated that combined thickness will be 58". Please <br />confirm values to ensure accuracy of combined Lift A & B. <br />n. Please show dimension of topsoil sampling grid on the map. <br />o. Add to the legend of the map the honeycomb pattern in BB Road. <br />_`i. Exhibit 2010-7, 2010 Backfill - Pease clarify or correct the discrepancies listed below for <br />this map: <br />a. Please show dimension of topsoil sampling grid used in Zones 1, 2 & 3 on the map. <br />b. Please indicate what the asterisk means that some of the soil sample numbers have. <br />c. It is not marked on the map where the sample locations are for NHSS-226A&B and <br />NHSS-237A&B. <br />d. Due to the volume of information that is relevant and included in this map, it is <br />difficult to read and understand. Please submit an additional map in a larger scale <br />focusing on the mine west of 2700 Road. Title the map Exhibit 2010-7(1). This <br />map will not replace Exhibit 2010-7 but will make clear all the details of this area. <br />Be sure to include revisions a, b & c above. <br />e. The current permit (including PR-6) states, "Sampled intensity is 1 sample location <br />per 2.5 acres in areas where the surface spoil functions as a subsoil substitute and 1 <br />sample location per 5 acres in all other areas." The previous TR-57, which governed <br />the 2009-10 sampling, states "The minimum sampling intensity shall be one hole
