Pursuant: to your request, I have reviewed the 2010 Annual Reclamation Report submitted by Western
Fuels Colorado for the New Horizon Mine. Overall, the report was well organized and informative. I
do, however, have the following questions and comments:
1. Exhibit 2009-1, NH1 2009 Fertilization & Production Rates - The map provided is the
2009 map. Please revise the map to reflect 2010 data and resubmit.
2. Exhibit 2009-2, NH1 Pre-1993 Disturbance - The map provided is the 2009 map. Please
update the map to reflect 2010 and resubmit.
3. Exhibit 2010-4, 2010 Seeding - Pease clarify or correct the discrepancies listed below for
this map:
a. In the seed mix #3 description, only the broadcast rate was given. Please include
the drill rate in the description because 8.2 acres were drilled on the Morgan
property.
b. The map indicates that 8.2 acres of the Morgan property were drill seeded. The
ARR text states that this area had seed mix #3 applied at a rate of 22.5 PLS/acre,
implying the area was broadcast seeded. Please clarify.
c. The map indicates that 14.2 acres of the Lloyd property was drilled at a rate of 35
lbs/acre while the text of the ARR states that winter wheat was applied at a rate of
70 lbs/acre implying it was broadcast seeded. Please clarify.
d. Seed mix #3 was broadcast on 9.4 acres (Lloyd) at a rate of 22.5 lbs/ac which equals
211.5 lbs. It was also seeded on 8.2 acres (Morgan) at a rate of 11.25 lbs/acre (half
the broadcast rate) equaling 92.25 lbs. The total weight of seed mix #3 used on both
properties is 303.75 lbs. but the receipt shows that only 250 lbs. was ordered.
Please clarify.
