of the isolated nature of shallow groundwater, the potential impacts to shallow groundwater <br />resources from infiltration of drilling fluids or spills is considered to be negligible. <br />No effect to deeper groundwater in the Mesaverde Formation is anticipated. <br />g. Health and Safety, Fire <br />Because of Forest Plan direction, current Travel Management guidelines, narrowness of project <br />roads and limited visibility; in order to insure public safety, the follow should apply: <br />o Oxbow is responsible for using appropriate MUTCD traffic control devices when <br />any heavy equipment is moved on publicly accessible Forest System Roads. <br />Oxbow will post warning signs, at locations designated by the USFS, to warn the <br />public of increased traffic on roads resulting from project activities. Additional <br />security and public safety measures may be considered and approved or <br />directed by the District Ranger. <br />o Disposal of sewage and trash will be at an authorized disposal site off the <br />Forest. Portable toilets must be provided for personnel working on the drill <br />sites. <br />For fire safety the following will be included as conditions of surface use: <br />o The Operator will comply with any fire restrictions in effect at the time of <br />proposed operations. The Forest Service reserves the right to suspend <br />operations during periods of high fire potential. Forest Service will provide the <br />operator as much advance notice of anticipated closure orders as possible. <br />o The Operator will have ability to contact emergency services, including <br />Montrose Interagency Fire Dispatch at all times. Fire extinguishers, ABC grade, <br />at least 5 lbs. or greater, will be on or near each internal combustion engine. <br />o All gasoline, diesel, and steam - powered equipment must be equipped with <br />effective spark arresters or mufflers. Spark arresters must meet Forest Service <br />specifications discussed in the "General Purpose and Locomotive (GP /L) Spark <br />Arrester Guide, Volume 1, April, 1988 "; and "Multi- position Small Engine (MSE) <br />Spark Arrester Guide, April, 1989 ". In addition, all electrical equipment must be <br />properly insulated to prevent sparks. <br />o Oxbow will be held responsible for damage and suppression costs for fires <br />started as a result of operations to the extent permitted by state and federal <br />law. <br />h. Administrative Concerns <br />o The District Ranger must be notified 48 hours in advance that heavy equipment <br />will be moved onto National Forest System lands and that surface disturbing <br />activities will commence. <br />7 <br />
