Management Measure (11) Stabilize and maintain roads and other disturbed sites during and <br />after construction to control erosion <br />Oxbow will perform road maintenance in accordance with their Road Use Permit (see above). <br />Management Measure (12) Reclaim roads and other disturbed sites when use ends, as needed, <br />to prevent resource damage. <br />Sites and access roads will be reclaimed when not longer needed for mining operations (see <br />above condition). Oxbow will re -seed sites and monitor for weeds as necessary. <br />Management Measure (15) Place new sources of chemical and pathogenic pollutants where such <br />pollutants will not reach surface or ground water. <br />To satisfy this management measure the following condition should be applied: <br />o All fuel and hazardous material storage will beat least 100 ft from any water <br />resource and will be double contained. <br />Management Measure (16) Apply runoff controls to disconnect new pollutant sources from <br />surface and ground water. <br />Oxbow will place the appropriate runoff controls around their operation in accordance with <br />applicable State and Federals laws. <br />Groundwater <br />With respect to groundwater resources, the project lies within the greater Gunnison River basin <br />alluvial aquifer system. Topper, et al, identify unconsolidated Quaternary -aged alluvial aquifers <br />(i.e. shallow groundwater) associated with major river systems as one of the principal types of <br />aquifers in the state. In the Gunnison River Basin, it is acknowledged that surface water is the <br />main water resource in this area. Ground -water also occurs in the bedrock layers of the <br />Mesaverde Formation. The Mesaverde Formation in the area likely contains ground water in <br />the sandstone and coal layers at depths beneath the land surface such that it is unavailable for <br />use. <br />Shallow ground water associated with localized seeps and springs in the project area is used for <br />wildlife and ecosystem support. There are no known developed domestic uses of ground water <br />in the area. There is a slight chance that water used for drilling purposes could be spilled during <br />drilling operations. Oxbow's existing State Mine Permit was checked in order to verify a <br />presence and use of Spill Prevention and Control plan. Since the BMPs in Oxbow's existing <br />DRMS permit that would be employed to control storm water runoff at each drilling location, <br />there is little chance that the water would enter and contaminate shallow ground- water. <br />Accordingly, the potential for contamination of groundwater resources by drilling water is <br />considered to be negligible. No additional condition is required. <br />Spills of fuels or other compounds from project vehicles or leaks from the reserve pit could <br />potentially introduce compounds used in drilling into shallow groundwater.
