In order to insure proper maintenance of existing Forest Service roads, and construction of new <br />temporary roads, the following conditions will be applied to the project: <br />o All road use and maintenance on the Forest Service system roads must be <br />performed according to Oxbow's existing Forest Service Road Use Permit. <br />o Road Packages for existing and new roads will be prepared by an engineer <br />Licensed within the state. The roads will be designed and constructed to provide <br />maximum stability, ensure the safety of the various users and protect surface <br />resources. The packages will be submitted to the FS for acceptance prior to any <br />construction activity. Best Management Practices will be used in designing the <br />roads and during construction. All roads will be upgraded or constructed to <br />USFS specified standards for either temporary or classified roads, as appropriate <br />and approved by the USFS, with a design speed of 15 miles per hour. <br />o Sections of temporary roads with roadway gradient in excess of 12 percent or <br />soft areas, which exhibit rutting in excess of 3 inches, shall be stabilized by <br />placing an adequate depth of 3 -inch minus clean crushed rock. The surface of <br />the road shall be maintained to minimize ruts and provide for sheet drainage <br />across the roadway. <br />o The USFS officer may require surfacing of temporary roads where justified by <br />conditions or traffic volumes. Roads constructed within 660 feet of a riparian <br />area will be surfaced with 3 -inch minus clean crushed rock. <br />f. Water Resources <br />The Water Conservation Practices Handbook was reviewed to determine if any Management <br />Measures are applicable to the project. The following were determined to be pertinent: <br />Management Measure (1) Manage land treatments to conserve site moisture and to protect <br />long -term stream health from damage by increased runoff. <br />Oxbow operations must conform to the State Stormwater permit regulations, which have very <br />specific standards for use of BMPs and sediment control. <br />Management Measure (2) Manage land treatments to maintain enough organic ground cover in <br />each activity area to prevent harmful increased runoff. <br />Oxbow operations must conform to the State Stormwater permit regulations, which have very <br />specific standards for use of BMPs and sediment control. <br />Management Measure (9) Limit roads and other disturbed sites to the minimum feasible <br />number, width, and total length consistent with the purpose of specific operations, local <br />topography, and climate. <br />Building road to USFS standards and design to minimize entry into the roadless area will meet <br />the objective of the management measure. Pad size will be limited to the minimum amount <br />needed to safely perform operations. <br />5 <br />
