o Staging areas on NFS lands must be approved in advance by the Paonia District <br />Ranger. <br />o All surface disturbing activities including reclamation must be supervised by a <br />responsible representative of the Lessee /Operator who is aware of the terms <br />and conditions of the projects permits and conditions. <br />III. Forest Plan Review <br />The following multiple use management area prescriptions are designated for the lands <br />bounded by the project area: <br />4D — Emphasis on Aspen Management. Area is managed to produce wood fiber, visual quality <br />and plant and animal diversity while maintaining the improving aspen sites on summer range. <br />Other compatible resource uses may occur but will be secondary to emphasis requirements. <br />There are no specific standard or guidelines relating to mineral management activities in this <br />management prescription. <br />9A — Emphasis is on the management of all the components of aquatic /riparian ecosystems to <br />provide healthy, self - perpetuating plant communities, acceptable water quality standards, <br />habitat for viable populations of fish and wildlife, and stable stream channels and still water <br />body shorelines. <br />• Does management prescription have any specific requirements for minerals or <br />related activities; if yes, include as conditions; <br />No, however in the 9A management prescription, it is stated that: Mineral activities may occur <br />but must minimize disturbance to riparian areas and initiate timely and effective rehabilitation <br />of disturbed areas and restore them to a state of productivity comparable to that before <br />disturbance. <br />• Determine if post- mining land use is consistent with management prescription; <br />if not, request modification to State and /or OSM; <br />According to Oxbow's mine permit, the post- mining land use is identified as grazing and wildlife <br />habitat. This is compatible with the Forest Plan; however the Plan specifically prescribes <br />managing this area for aspen and wildlife summer range. As such, there are specific <br />requirements for human activities in these areas, which are brought forward below: <br />o The Operator will be responsible for controlling noxious weed infestations on all <br />NFS project disturbance areas from the date of discovery up to the point of <br />release of the CDRMS reclamation bond and associated reclamation liability. <br />Any herbicides used must be USFS approved and will be applied at the <br />recommended rates by a certified applicator in compliance with State laws. <br />o Any hay or straw used shall be certified as weed free. <br />
